Established in 1964, the Zhuzhou Research & Design Institute,ChemChina Rubber Corp. (originally the Zhuzhou Research &Design Institute of Rubber & Plastic, the Ministry of ChemicalIndustry) is one of the first of 242 transformed researchinstitutes in China. It was converted into an enterprise in 1999and now is a member company of the China Chemical RubbersCorporation. Located at 818 East Xinhua Road, Zhuzhou, HunanProvince, it covers a floor area of 54,000 square meters. Itsassets total over 48 million yuan, with annual revenue of over 50million yuan. As the sole professional institute of the rubber and plasticsindustry in China, we are the unit responsible for developing,manufacturing and producing military support products in theChinese latex industry and new high-tech industry. We are also thecentralized department authorized by the Chemical Industry LatexProducts Quality Supervision and Testing Center, TechnicalInformation Center and Standardization Technologies. In addition weare the designated research and manufacturing enterprise formeteorological balloons authorized by the China MeteorologicalAdministration (CMA) and Meteorological and Hydrographic Departmentof General Staff Headquarters. We are also one of twometeorological balloon manufacturers in China. Our facilities alsohouse the Chemical Industry Latex Products Quality Supervision andTesting Center, the Authorization Station of Hunan Rubber andRubber Products Quality Supervision and Inspection, and the HunanQuality Inspection Station for Medical Rubber Packaging Materials.Our company specializes in research, development, production andtesting of meteorological balloons complemented with latexproducts, polymer-based composites and synthetic rubber products.The products mainly include meteorological balloons of allspecifications, tooling kits, rubber hoses, synthetic rubberproducts, advertising inflatable products and polymer-basedcomposites. Our services include consigned and arbitrationinspection of rubbers and rubber products, accreditation andtesting of research and development achievements of products,technical services, system accreditation, mandatory accreditation,consultation of product authentication, and research anddevelopment of rubber condom related inspection plants. Ourscientific research and manufacturing license covers weapons andmilitary supplies and have therefore received secondary secrecyqualification certificates for weapons and military supplies. Ourmeteorological balloons have got the ISO9001 Quality SystemQualification, Certificate of Conformity of Quality System, and theMilitary Product Supplier Certificate. Our products have beenexported to Eastern Europe, West Asia, Southeast Asia, NorthAmerica and other regions. Our four institutes mainly focused on latex products, syntheticrubber products, synthetic materials and engineering design, and wehave over 180 technicians, including more than 100 midlevel andsenior technicians and eight experts receiving government subsidiesfrom the State Council. Since its establishment, we have followedthe principle of “industry positioning to strengthen services andtechnologies for benefits and wealth.” In total, we have completedmore than 300 scientific research projects. Among them, over 60projects were awarded at the state and provincial level, playing avery significant role in the development of the latex industry andnational defense. For example, our model 75 radar target balloonswere granted the Great Contribution Award by the NationalScientific Congress; our 750g natural latex sounding balloons werehonored with the National Excellent New Products award; a certainmodel of our military support products is utilized in the “ShenzhouV” inhabited spacecraft and was rewarded by the PLA GeneralArmament Department; and our self-developed “New Sounding Balloon”fulfills domestic deficiencies and has been granted the SecondPrize for Scientific Development by the China MeteorologicalAdministration.
